Planned changes to the Standard

The Standard will undergo periodic updates in response to feedback and new data, to support its relevance, use and adoption across the industry. Agreed changes will be signposted here, where these can be agreed in advance. Transitional arrangements will apply for all new versions to support changeover. ​

Updates fall into the following categories:​

Clarifications: Updates that provide additional clarity on how to use or interpret the Standard, without introducing changes in the requirements.​

Changes: Updates that alter or add to the Standard’s requirements. Changes may make the requirements easier or harder.​

The 6-month window for PC-On-Track can be exempted if the works were completed between 01 March 2025 – 31 March 2026, with the following restrictions:

  • ​The building must be registered with Net Zero Carbon Buildings Standard Limited by 23rd December 2026. Registration must be complete by this date, including signing of registration agreement and payment of registration fee.

  • ​The verifier must be appointed by 1st April 2027​

 

​This change has been introduced to increase accessibility of using PC-On-Track for buildings being built before Version 1 was published. There can be some lead time between submitting the registration application on our website and the registration being complete, so we recommend that those wishing to use this exemption starting the registration process promptly to avoid disappointment.​

 

Clause E2-6.2.3 will be updated in the next version of the Standard to reflect this exemption. ​

Announcement: PC-On-Track flexibility proposed change​

Verifiers will allow this exemption for those using Version 1 rev 1​

Planned Updates: Version 1.2​

An updated revision of the Standard is planned for late 2026, which will incorporate updates based on initial responses to Version 1. ​

CH001 /  Flexibility on PC on Track 

Clause E2-6.2.3 will be updated to allow any buildings completed between 01 March 2025 to 31 March 2026 to undergo PC-On-Track verification, provided they register by 23rd December 2026, and appoint a verifier by 1st April 2027.

Note: this proposed change can be used now, prior to the publication of Version 1.2. ​

CH002 /  Registering to a Version

Clause 4.1.2 will be updated to state that buildings shall be registered to the specific version of the Standard that is in effect at the point of their registration, providing certainty that the building will be expected to meet the limits from the version to which it is registered. The update will introduce transitional arrangements, such that buildings can be registered to an earlier version for a period of time after a new version is published. It will also clarify that buildings registered to a previous version can opt to use a newer one, but must commit to using the new version in its entirety.​

Further agreed material changes will be added to this table ahead of the publication of Version 1.2, scheduled for late 2026. ​
